Gloria Hutson-Roemmick
EXECUTIVE DIRECTOR
As a versatile leader with a business degree and a range of certifications, I am passionate about empowering others and fostering positive change. With a strong commitment to supporting vulnerable populations, I have focused my efforts on advocating for individuals with developmental disabilities, behavioral health needs, and youth in state custody. After serving as the final Program Director at New Beginnings Center, I led the launch of CASA in the Fifth Judicial Circuit, where I worked to amplify the voices of children affected by abuse and neglect. I am dedicated to a person-centered, whole-child approach in building therapeutic relationships between CASAs and youth, with the goal of ensuring every child in DSS custody in the 5th Circuit has an advocate. I live with my husband and three children and cherish every opportunity to engage with my community.
Board Members

Adam Altman
CHAIR
Adam is General Counsel for My Place Hotels of America, a national hotel franchisor. A practicing attorney for over 25 years, Adam has represented parents, children, and the Department of Social Service in abuse and neglect cases, making him familiar with the tremendous value CASA volunteers bring to those cases. In addition to serving on the Board for the 5th Circuit CASA, Adam volunteers with Safe Harbor. In his spare time, Adam can be found on his motorcycle, in the kitchen, or hanging out with his kids.

Ashley Hofland
VICE-CHAIR
Currently serving as the Director of Operations for HME Companies in South Dakota. I was born and raised in Brown Co, SD and returned after secondary education so I have strong ties to this area! After returning to Aberdeen in 2007, I worked for Child Protection Services for many years. This, along with working in other capacities and departments for the State of South Dakota afforded me with the opportunity to acquire the knowledge and experience in working with the Fifth Judicial Circuit and throughout multiple counties in the Northeast Region part of the state. My lifework of mentorship, guiding others in their pursuit of rehabilitation, or being a champion for those that need the aid of another person to be their advocate is a humbling experience. Working with people is my true passion and I'm so thankful to participate in the implementation of CASA to the Fifth Circuit and to support the vision of its influential program due to the considerable impact in the lives of those who are involved.
In addition to supporting CASA, I also get to serve on the Board of Directors for Safe Harbor and cherish the busy lives of my three children!

Katlyn Perkins
SECREARY/TREASURER
Katlyn Perkins is a dedicated community member and nonprofit strategist with a heart for service. With over 10 years in the nonprofit sector, her journey with CASA began with a simple belief: that every child deserves a voice.
Her career has spanned roles in accounting and loan servicing over the last 10 years. She is employed at ZuntaFi. Katlyn has enjoyed many years coordinating fundraisers for organizations like Girl Scouts and assisting other local nonprofits in the Groton and Aberdeen community. She is looking forward to helping the CASA Fifth Circuit and the children that we will serve.
Katlyn knows firsthand the impact that dedicated nonprofits can have, and the lasting effect our work will have for children. She is committed to ensuring CASA reaches even more children in need and ensures every child's voice is heard.
When she’s not advocating for CASA, you can find Katlyn volunteering for other nonprofits, traveling, attending games and activities for her children, baking, growing a flower garden, and spending time with her family.

Jamie Milbrandt, CAC
MEMBER
Jamie Milbrandt has been a dedicated team member at Avera for over 15 years, contributing her expertise to various programs within the Addiction Care Center. She currently serves as the primary addiction counselor for the Brown County Problem Solving Court. Jamie takes pride in working with this population, helping individuals grow and thrive as active members of the Aberdeen community.
Originally from Wyoming, Jamie has called Aberdeen home for over 20 years. She is married to an Aberdeen native, and together they have one son and a beloved, fluffy dog. As a former foster parent, Jamie has a deep passion for supporting children in the community and within the court system. This commitment inspired her to join the CASA Board, where she continues to make a meaningful impact.

Joan White
MEMBER
Joan white a member of the Sisseton Wahpeton Oyate, Lake Traverse District. For 20 years i employed with the US Courts in the Eastern District of Wisconsin and District of Minnesota. I retired in 2009 and began working for my tribe creating and developing a Sex Offender Registry and Parole. In 2024 I was elected to represent the Lake Traverse District until end of term on January 7th, 2025. I have 1 daughter and three grandchildren. I have 1 dog son and 1 cat son. My treasures.

Brian Carrels
MEMBER
Brian currently serves as a Supervisor with the South Dakota Department of Corrections- Parole Division. With 16 years of service with Justice involved individuals, Brian has seen first hand the value the CASA program provides our communities in South Dakota.
Originally from Wabasha-Minnesota, Brian has resided in Aberdeen for the past 15 years. He is married with 3 beautiful daughters. Besides the joys of being a girl-dad, Brian enjoys Hunting, Golfing and Spending Time with Family and Friends.

Gina Karst
MEMBER
Gina joined the board in 2023 while CASA was in the foundation stage. Gina is a wife, mom, Executive Director of Safe Harbor, and is involved in many other community groups including serving on the board of directors for the YMCA and Northeast South Dakota Family Violence Prevention Conference. She is also part of the Aberdeen Child Protection team. Gina enjoys time with family and friends, cooking, baking, reading, and board games when she can find a friend to play them with.

Mariah Bloom-McNeece
MEMBER
Mariah C. Bloom-McNeece, now General Counsel for Doeden Investment Group, brings a diverse perspective to the boardroom, combining her legal understanding of the court system and her experience representing children in abuse and neglect proceedings to provide thoughtful analysis and insight to drive informed decisions. Having owned her own law practice and now helping successfully guide and advise multiple businesses, Mariah can draw upon that experience to effectively collaborate with fellow board members and the executive director. Mariah is actively involved in the local Junior Achievement program, LSS mentoring program, and BIO Girls. Mariah is a graduate of University of South Dakota, holding a Bachelor of Science degree and law degree. After spending time in the Black Hills after graduating USD, Mariah returned home with her husband, Cullen, and a talkative cat, Aspen. The family grew by one last year with the birth of her daughter, Hazel.

Amy Rehder
MEMBER
Amy Rehder has served as the Social Worker and Patient Relations Specialist at Sanford Aberdeen Medical Center since January 2012. With over a decade of prior experience as the Therapeutic Foster Care Director at Northeastern Mental Health Center in Aberdeen, SD, Amy has dedicated her career to advocating for victims of abuse.
Her passion lies in supporting survivors of domestic violence, sexual assault, and abuse. Amy believes health care providers play a critical role in advocating for victims, offering support, and contributing to the prevention of domestic and sexual violence. She is deeply committed to the health and well-being of her patients and community.
In 2015, Amy was honored as Social Worker of the Year by the South Dakota Social Work Association of Health Care, recognizing her outstanding contributions to the field. She values the partnerships she has built with community organizations, working collaboratively to raise awareness, provide education, and promote prevention efforts across South Dakota.

Stan Jung
MEMBER
My name is Stan Jung (Stanley J Jung). I am currently the Director of Youth and Young Adult Ministries at Bethlehem Lutheran Church. I oversee, coordinate and develop programs for 6th grade through high school students, up to and including young families. I have the opportunity every summer to lead middle and high school mission trips, participate in summer camps and other fantastic youth and family events through Bethlehem Lutheran Church and in cooperation with other local ELCA churches. I am a graduate of Hosmer High School and the University of Minnesota at Morris. My degree was in Social Science, with minors in Philosophy, Psychology and Sociology. I was a very active member of Tau Kappa Epsilon Fraternity while in college and still maintain many ties through that experience. I recently retired from U.S. Bank in Aberdeen, SD where I was a Hub Manager. I managed people and profits successfully for almost 24 years. I was responsible for the Aberdeen, Mitchell and Pierre branches. My branches and I were the recipients of many awards during that time, including three Top Tier recognitions. Prior to that, I was the Production Manager for Midcom, Inc. in Aberdeen, SD. I also have had the opportunity to run a rental business with my spouse and a home repair/remodel business with my brother. I am proud of my community service through the years with many local service groups and clubs. For many of those groups I served as chairperson or other officer. I currently live in the Warner area with my spouse. I have two grown children and three grandchildren. My hobbies are woodworking/carpentry and adding items to the numerous collections I have.
OUR MISSION
The mission of the Fifth Circuit CASA Program is to promote and protect the best interests of abused and neglected children involved in court proceedings through the advocacy efforts of trained volunteers.
